Health Consumer Alliance (HCA). HCA’s mission is to help low-income people obtain essential health care. HCA’s local Health Consumer Centers operate in six counties that are home to a majority of low-income Californians: Fresno, Los Angeles, Orange, San Diego, San Francisco and San Mateo. Health Insurance Counseling and Advocacy Program (HICAP). HICAP is a nonprofit, volunteer-based program to assist seniors and people with disabilities on Medicare with answers to problems concerning their health care. HICAP offers free help at offices throughout California with Medicare claims, appeals, denials, or delays of service or treatment. You can receive unbiased advice about HMOs, Medicare supplemental insurance, long-term care, and more. 800.434.0222.

Office of the Patient Advocate. Part of California’s Business, Transportation, and Housing Agency (and independent from the Department of Managed Health Care), the Office of the Patient Advocate informs and educates patients enrolled in HMOs about how to effectively navigate the health care system and how to make their voices heard.
